  • Meeting called to order at 1500 hours at the conference room, JFK.
  • Salute to the American Flag.
  • Moment of Silence for our departed brothers and sisters and special prayer for our service members who are serving in the military.
  • Roll call of officers.

2nd VP Caruso reports:

  • Meeting minutes are now posted on the S.B.A. website.
  • Members are reminded to contact a member of the Executive Board if they are still not receiving S.B.A. e-mails.
  • President of PCNY Mike O’Meara and PCNY Lobbyist Pete Patterson testified at a New York State Senate Public Hearing, hosted by Senator Robert Jackson, Alexis Weik and Iwen Chu, regarding recruitment and retention issues in policing.
  • The new pension tiers have a direct effect on the recruitment of new officers and has significantly reduced the pool of young adults who want to become police officers.
  • Tier 6 – Members in the Tier 6 pension perform the same work as members in other tiers but do not have the same parity in the pension system. Overtime is ordered but only a portion can be applied to the final average salary for retirement. This parity is the main goal of PCNY in the 2024 Legislative Session in Albany.
  • Over 200 anti-police bills were successfully stopped by the strong efforts of police unions.

1st VP Faraday reports:

Discipline:

  • There have been 4 CCIU Interviews.
  • Member are reminded that if they take disciplinary action on a police officer forward the paperwork to Rob Zafonte, Al Faraday or Andrew Caruso for record keeping purposes.
  • Members are reminded to order police officers to turn on their body cameras in accordance with the policy.
  • If a member should receive discipline or told they are going to receive discipline, contact an Executive Board Member immediately.
  • Members are reminded to ask specific questions to police officers while on scene. Do not leave anything up to interpretation.
  • This year’s Christmas gift will be a Yeti Mug.

President Zafonte reports:

  • Grievances/I.P.’s – Start Times Grievance is ongoing. 108 Hour Grievance next date is 11/20/2023. 20 Hour Grievance is ongoing. Firearm IP is ongoing. A.D.A. Form IP is ongoing. Off Duty Incidents IP is ongoing. Migrant Detail Brooklyn Piers IP is ongoing. New Grievances have been filed on the I.G. Office.

*Delegates are reminded to forward all Buck Slips, Memos, E-Mails from your commands to a board member for review.

  • Contract Meeting: Negotiations are ongoing. The S.B.A. met with the Port Authority on 10/19/2023 and reports the meeting was positive. Another meeting is expected in the next couple of weeks.
  • Medal Review Board: Approximately 80 medals have been approved. Approximately 15 Sergeants are receiving metals.
  • Executive Board Election: The ballot instructions were explained and if the instructions are not followed the ballot will be voided and not counted. The ballots are due by 12:00 PM on November 14, 2023. After 12:00 PM on November 14th, the ballots will be counted. An Election Committee (Sgt. Eric Yadlovski, Sgt. Sean Dale and Sgt. Gwendolyn Balcazar) will tally the votes. All members are welcome to attend and view the counting of the votes at the S.B.A. Office.
  • SBA Website – The S.B.A. website is up and running. Members can access the website at WWW.PANYNJSBA.ORG. An S.B.A. App is in the works and should soon be available.
